What Is ISO 45001 and Why Does It Matter for Saudi Arabia?
ISO 45001 is not just a certificate to obtain and file. It is a living management system that requires regular internal audits, documented risk assessments, legal compliance reviews, corrective action cycles, and ongoing evidence of OHS performance improvement. Without trained internal auditors, all of that work depends on expensive external consultants throughout the three-year certification cycle.
OHSAS 18001 was formally withdrawn in 2021. Any contractor still citing it in tender or prequalification documentation is referencing a standard that no longer exists. The transition was not automatic — companies had to explicitly update their management system to meet the new ISO 45001 structure, including addressing areas like worker participation and leadership commitment that were significantly strengthened in the 2018 revision.
ISO 45001:2018 is the international standard for Occupational Health and Safety management systems. It sets out requirements for a system that helps organisations reduce workplace injuries, comply with legal requirements, and improve OHS performance over time. It replaced OHSAS 18001 when the transition period ended in March 2021.
In Saudi Arabia, ISO 45001 matters for three reasons: it is required for Aramco and SABIC contractor prequalification, it aligns with Vision 2030 workplace safety targets, and it replaces OHSAS 18001 which was formally withdrawn in 2021. What is the difference between ISO 45001 internal auditor and lead auditor training?
The internal auditor course (2 days) trains participants to audit their own organisation’s OHS management system. The lead auditor course (5 days) qualifies participants to lead audit teams, manage the entire audit programme, and engage with certification bodies. For most HSE managers, the lead auditor course is the better long-term investment.
Does OHSAS 18001 still count for Aramco and SABIC contractor prequalification?
No. OHSAS 18001 was formally withdrawn in 2021 after a three-year transition period. Any company referencing OHSAS 18001 in contractor prequalification documentation or tender submissions is citing a withdrawn standard. ISO 45001 is the only valid OHS management system standard accepted for compliance purposes.
