What Is a Permit to Work System?
A Permit to Work system is a formal documented procedure for authorising, controlling and closing out high-risk work activities at industrial facilities. It creates a clear accountability chain from the Area Authority who issues the permit through to the Performing Authority who carries out the task.
In Saudi Arabia: PTW compliance is mandatory under Saudi Aramco General Instruction GI-009.001, SABIC HSE standards, and Ministry of Human Resources regulations. Non-compliance can result in immediate work stoppage and contractor disqualification.

Day 1, Afternoon — Permit Types in Detail
- Hot work permits: welding, grinding, cutting, open flame operations
- Confined space entry permits: atmospheric testing, standby man requirements
- Working at height permits: scaffolding, MEWP, ladder authorization
- Electrical isolation permits: LOTO, single and multi-point isolation
- Cold work, excavation and radiography permits
- Simultaneous operations (SIMOPS): managing overlapping permits safely
Day 2, Morning — LOTO and Energy Isolation
- Lockout/Tagout principles and legal requirements under KSA regulations
- Energy isolation procedures: electrical, mechanical, hydraulic, pneumatic, thermal
- Multi-lock devices and group lock box procedures
- Isolation verification and try-out before task commencement
- Re-energization sequence after task completion
